This would not be a trivial lisp, methinks. The only way to get this working if not anno is to generate a copy on a new layer, rotate it, and VPFreeze as needed. Unfortunately it will also scale according to viewport scale - no way to turn this off. One of the options is to "Match orientation to layout".
